This post shows the use of "Replace from base directory" and "Save to base directory" in HEC-ResSim.
The Reservoir Network Module will show the base model. It may be desirable, however, to develop and test rules in the Simulation Module before you save them to the base model. If you are happy with the behavior of the new rule, simply save it to the base directory. If you prefer to not use the new rule, you can simply overwrite it by replacing from the base directory.
